Create a Utilities chapter in the Manual
Skim the ns-3 Manual.
Create a stub for a new chapter on Utilities.
Add a section documenting the use of one of the files in utils/. High priorities would be bench-simulator, check-style, print-introspected-doxygen. Your documentation should explain the purpose of the tool, show the basic invocation and output, and discuss the more advanced options.
