[WatchTranslations] Add --force to bypass last emailed check to send-changes command
Problem
If a developer is debuging sending emails, it can be useful to be able to force an email, despite the time from last email didn't yet pass. It can be useful if you change email structure, and you are lazy to set last_emailed column accordically.
Proposed solution
You should add a flag --force to send-changes command.
Student is expected to upload a patch against labs/tools/watch-translations repository at Wikimedia Gerrit. Student should claim Phabricator task while claiming task at the GCI site.
