Add basic GitHub actions to PkgTemplates.jl
PkgTemplates.jl provides a common framework for creating packages in Julia.
Add in a standard set of GitHub Actions such that any new Julia Package generated from PkgTemplates.jl will have these actions pre-enabled. Once you have the action written, a Pull Request should be opened on the PkgTemplates.jl repo.
