Port to Python 3 via the Six environment.

Security updates and upstream support for Python 2 are due to be withdrawn, and this will prevent running Sugar on Linux.

Issues have not been created, as it is a waste of time to do so. As of 2019-11-23 there are 242+ matches for the code pattern "exec = sugar-activity " in org:sugarlabs.
