fix dropdowns columns in RTL locales
Language dropdowns in html-tools (the software used to deploy Apertium on apertium.org, among other places) don't wrap text correctly in RTL right-to-left locales. Your task is to fix this. Your work should be submitted as a pull request to html-tools.
