Problem

When a topic admin deletes ticket, the requestor (and other topic admins) aren't informed about it. It would be useful to add this as new notification type.

Expected outcome

You should propose a patch to Wikimedia Gerrit, see tutorial.

Student is expected to claim the task on Wikimedia Phabricator when claiming this task on the GCI site.
