Student should know basics of Django.

Problem

The import logic currently allow importing more than 100 items to superusers only. It should be a Django-level permission instead, so it can be granted to anyone else.

Expected outcome

You should propose a patch to Wikimedia Gerrit, see tutorial.

Student is expected to claim the task on Wikimedia Phabricator when claiming this task on the GCI site.
