Prepare a tutorial to explain examples/tutorial/second.py

The ns-3 Network Simulator Project

examples/tutorial/second.cc is a basic C++ program provided for ns-3 beginners. examples/tutorial/second.py is a Python equivalent of second.cc. A line-by-line explanation of second.cc is provided in the ns-3 tutorial, but the same is not available for second.py. Go through the ns-3 tutorial of second.cc and then prepare a similar line-by-line explanation for second.py. Submit the document with explanation of second.py for evaluation.
