JSHintBear: Upgrade JSHint

Update the version of JSHint used by JSHintBear to the latest version.

JSHintBear currently uses JSHint version 2. The latest version is 2.9.5.

In order to upgrade the version used, one needs to have a knowledge of coala's dependency_management. What needs to be changed is the NpmRequirement. Some things may need to be redesigned to accomodate.
