Wiki Ed Dashboard: implement error handling for when Mediawiki's API is down
One situation that propagate errors in our system is if Mediawiki's API is complete down, which means that our update cycle will stop immediately if this occurs.
Instead, our system to catch that specific case, report it to Sentry, and then continue with the update cycle.
