The CopyPatrol project translatable messages don't show $1 as an insertable
This is about MediaWiki's Translate extension.
See the screenshot in the Phabricator task. I'd expect $1 to be insertable.
These variables are already used in MediaWiki and several other translatewiki.net projects, so it should be easy to adapt them to CopyPatrol.
