Have beets access MusicBrainz over HTTPS when possible

The MusicBrainz API is now available over SSL, but beets uses the unencrypted version. We need your help to make the transition to HTTPS!

Some work has already started: https://github.com/beetbox/beets/pull/2248 But we need your help to make a change so that beets only tries to use the HTTPS endpoint on Python versions that support it. We also need help updating the tests to work with HTTPS URLs.
