Your mission is to migrate the qatracker codebase from drupal7 to drupal8. There are tools and resources from the drupal community that should help.

The delierables for this task include any source code changes needing to be made, along with a writeup of migrating a local instance of the tracker from drupal7 to drupal8. Watch out for dependencies! Ideally this example migration would be performed on the last LTS, which is trusty.
